## Notes

- **Language**: descriptions are Albanian, often followed by ` / ` and the UPU English wording. For items abroad the `location` is a country name (in Albanian); for Albanian offices it is the office and town.
- **Time zone**: scan times are clock times with no zone, so `timestamp` is `null` and only `localTime` is set.
