## Notes

- **Time zone**: each scan has a wall-clock time and an offset, but `+08:00` is also stamped on destination scans. That offset is trusted only for scans in China or Hong Kong; other `+08:00` scans keep only `localTime`.
- **Batch**: several numbers go in one upstream call.
