## Notes

- **Time zone**: the scans mix China and US local times with no zone, so only `localTime` is set and `timestamp` and `deliveredAt` are `null`.
- The tracking page signs each query, so a lookup loads the page, then posts to the signed URL it finds. The backend sometimes answers "not found" for a real number; a miss is asked again up to three times before it is reported as `not_found`.
