## Notes

- **Delivered status**: CEVA can post a delivery-window update dated after the delivery scan, so the shipment is `delivered` when CEVA's own latest milestone is `Delivered`, whatever the newest event is.
- **Time zone**: CEVA prints each office's wall clock with a meaningless `+0000`, so only `localTime` is set.
- **Lookup**: numbers are looked up as house bills.
